The St. Vincent and the Grenadines Football Federation (SVGFF) has invited consultancy firms to submit bids for the design and supervision of the planned redevelopment of the Pembroke Mini Stadium into what it describes as a high-performance sporting facility built to international standards.
According to the federation’s Invitation to Tender, the project aims to transform the existing venue into a modern football facility capable of supporting international match play, television broadcasting and player development. The consultancy will cover architectural, engineering and quantity surveying services from the design stage through to construction supervision.
The tender document states that the completed facility is intended to meet FIFA Quality PRO standards and include broadcast-grade infrastructure suitable for both national and international competitions.
Among the proposed works are the design of a 1,000-lux floodlighting system, a split-level technical centre with four dressing rooms, match officials’ facilities, media and press suites, medical rooms and administrative offices. The consultancy will also oversee the engineering of a FIFA-standard artificial turf system, retaining structures with integrated bleacher seating, internal roads, parking, perimeter fencing and stormwater management infrastructure.
During the construction phase, the successful consultant will serve as project manager and lead supervisor, conducting technical inspections, certifying completed works, overseeing quality control measures, including FIFA certification of the playing surface, and submitting monthly progress reports.
The SVGFF is seeking firms with expertise in sports infrastructure and requires a multidisciplinary team comprising, at minimum, a lead architect or project manager, structural and civil engineer, quantity surveyor, mechanical, electrical and plumbing (MEP) engineer, and a specialist with experience in FIFA-standard turf installations.
The consultancy is expected to deliver several key milestones, including an inception and geotechnical report, preliminary designs with cost estimates, final tender documents, bid evaluation reports, ongoing construction reports and a final completion report incorporating FIFA certification and as-built drawings.
Interested firms must submit sealed tenders marked “Tender for Consultancy Services: Pembroke Mini Stadium Development” to the President and General Secretary of the SVGFF at the federation’s headquarters on the corner of Grenville and Higginson Streets in Kingstown no later than 2:00 p.m. on Friday, July 15, 2026.
A private tender opening is scheduled for 2:30 p.m. on the same day, with late submissions to be rejected.
