Police have laid murder and attempted murder charges against a second man in connection with the fatal shooting of Saint Lucian national Troy Casley in Lowmans Leeward earlier this year.
The Royal Saint Vincent and the Grenadines Police Force (RSVGPF) announced on Monday that Jarell Phillips, 24, of Redemption Sharpes, has been arrested and charged with the murder of the 34-year-old, along with two counts of attempted murder arising from the same incident.
The charges relate to the shooting at Great House, Lowmans Leeward, on June 23, 2026, during which Mr Casley and two other men sustained gunshot wounds. Mr Casley later succumbed to his injuries.
According to police, the murder charge alleges that Phillips unlawfully caused Mr Casley’s death with malice aforethought. The two attempted murder charges allege that he carried out acts, with intent to commit murder, that went beyond mere preparation.
Phillips is expected to appear before the Serious Offences Court to be formally arraigned.
Police stressed that the laying of charges marks an important stage in the criminal justice process and reminded the public that every person charged with a criminal offence is presumed innocent unless and until proven guilty before a court of law.
The RSVGPF said investigations into the shooting remain ongoing and urged anyone with information that could assist detectives to contact Police Control at 457-1211, the Criminal Investigations Department/Major Crime Unit at 456-1810, or the nearest police station.
The force said it remains committed to pursuing investigations thoroughly and bringing matters before the courts where the evidence supports criminal charges.
On July 2, 2026, Delroy Harry, a 21-year-old labourer of Lowmans Leeward, was charged with murder in connection with Casley’s death.
Harry was also charged with the attempted murder of Shamel John, a 22-year-old landscaper of Lower Questelles, and Nashon Simmons, a 33-year-old unemployed male of Campden Park.
All three men are said to have received a single gunshot wound to their heads at Great House, Lowmans Leeward on June 23.
