After more than two decades of service, a Vincentian who began his career as a postman has been promoted to a senior leadership position within the St. Vincent and the Grenadines Postal Corporation.
Raffique Samuel was appointed Assistant Director of Operations and Business Development, effective July 1, 2026, as part of two strategic leadership appointments announced by the Postal Corporation.
The Corporation said Samuel’s promotion marks the culmination of more than 20 years of dedicated service. Having joined the organisation as a postman, he steadily progressed through the ranks through what it described as hard work, professionalism and an unwavering commitment to public service.
According to the Postal Corporation, the appointment reflects its commitment to recognising merit, rewarding excellence and creating meaningful opportunities for career advancement.
Chairman of the Board of Directors, Marlon Bute, described Samuel’s career progression as an example of the organisation’s approach to recognising dedication and performance.
“Mr. Samuel’s journey from postman to Assistant Director is an inspiring example of what dedication, perseverance, and excellence can achieve. It sends a clear message that hard work is recognised and rewarded within this organisation.”
Samuel’s appointment forms part of a broader effort by the Postal Corporation to strengthen its leadership team as it pursues the modernisation of its operations and expansion of its commercial and customer-focused services.
The Corporation also announced the appointment of Esteban Richard-Hernández as Manager of Expedited Services and Customer Solutions, also effective July 1.

According to the Postal Corporation, Richard-Hernández brings experience in banking, finance, auditing and corporate governance, and will support efforts to expand expedited services, strengthen customer solutions and develop new business opportunities.
Bute said the appointments are intended to support the organisation’s transformation into a more modern and customer-focused institution.
“The Postal Corporation is entering a new era. These appointments are not simply about filling positions; they are about building the leadership team that will transform this organisation into a modern, innovative, and commercially driven institution.”
He added that the Corporation is committed to becoming “operationally efficient, financially sustainable, and relentlessly focused on serving the people of St. Vincent and the Grenadines” by expanding its commercial offerings, strengthening its logistics services and embracing innovation.
The Postal Corporation said the appointments reflect its confidence in the organisation’s future as it continues working to improve service delivery and strengthen its leadership capacity.
